Mooring and Wharfage Tariffs of Refineria Isla (Curaçao) S.A.

The under mentioned rates will apply for services rendered to vessels at Emmastad.

Mooring and unmooring of vessel, loading and/or discharge, and shifting berths at their request or for any other reason for account of the vessel ANG. 820,- per event, and ANG. 195,80 per hour for the KTK pilot/line handling boat.

Wharfage (payable by vessels occupying Refineria Isla (Curacao) S.A. jetties for other purposes than loading/discharging (e.g. ballasting, deballasting, tank cleaning, storing, bunkering, awaiting owners instructions, oil spill, contamination on board, etc.)

As of 1st of November 2002 the tariff for wharfage at the Emmastad jetties will increase from U.S. DLRS 0.025 per gross registered ton per day to U.S. DLRS 0.03 per gross registered ton per hour for vessels up to G.R.T. 20.000.

And for vessels of G.R.T. 25.000 and above there will be a new tariff of U.S. DLRS 750.- per hour.

As in the past, the above tariff will be applied to vessels occupying the jetties for activities other than loading and discharging.

When above activities for a vessel exceed three hours, wharfage will be charged for the total amount of hours taken for the activity or activities. However, for vessels with a total of less than three hours for such activities no wharfage will be charged.

For your guidance, the following activities will count towards wharfage: ballasting, deballasting, tank cleaning, storing, bunkering, awaiting owners instructions, oil spill, contamination on board etc.

As both ballast facilities, at the Emmastad Refinery and the Bullenbay Terminal,
have basically changed function from receiving tanker ballast water to receiving tank
washings and slops. As of 1st September, 2007 the Refinery will commence charging a fee for accepting tank washings and slops, to pay for the maintenance of such facilities.

The tariff will be a lump sum, irrespective of quantity, as follows:

For vessels up to Sdwt 19,999 m.t. a fee of US$ 400.-- and for vessels of
Sdwt 20,000 m.t. and above a fee of US$ 620.--.

At the same time the tariff for wharfage in the Bullenbay Terminal, set on
25th June, 1984,
will be increased from US$ 750.-- to US$ 950.-- per hour. When vessels request the jetty for only tank cleaning etc. the tariff will be 50 per cent of the normal tariff.

Charges for Mooring, Unmooring and Shifting (Emmastad)

The tariff will be increased from NAfl 820.-- to NAfl 1,400.-- on
01.12.2007, to cover the increase
of cumulative inflation since 01.01.1984.

Charge for non-operational jetty hours (Emmastad)
---------------------------------------------------------------------------

The tariff for non-operational hours will be increased from US$ 0.03 per
G.R.T. per hour, set
in 2001, to US$ 0.034 per G.R.T. per hour. In addition, the maximum tariff
level has been raised
from G.R.T. 25,000 tons to G.R.T. 28,000 tons, making the maximum hourly
rate US$ 952.--.

The grace period of 2 hours still stands.

The new tariff will start on 01.12.2007.
